Measure O: County of Sonoma, Mental Health, Addiction and Homeless Services
During the November 2020 election, voters in Sonoma County approved Measure O, ensuring a steady and reliable source of funding to address Mental Health and Homelessness that will expand needed services for our citizens for the next 10 years.
Measure O funding supports Behavioral Health Facilities, Emergency Psychiatric Services, Mental Health and Substance Use Disorder Outpatient Services, Behavioral Health and Homelessness Care Coordination, and Transitional and Permanent Supportive Housing. We estimate over the next 10 years the County will receive $250 million ($25 million annually) to be spent on behavioral health facilities, emergency psychiatric/crisis services, mental health and substance use disorder outpatient services, behavioral health homeless/care coordination and transitional and permanent supportive housing.
Measure O: Behavioral Health & Homelessness Pathways to Sustainability Notice of Funding Availability (NOFA) DHS #25-007
The Sonoma County Department of Health Services (DHS) is pleased to invite you to respond to a Notice of Funding Availability (NOFA) for Measure O: Behavioral Health & Homelessness Pathways to Sustainability. The Department is looking to use Measure O funding to support the community and help protect the County’s investments in Behavioral Health and Homelessness services and programs. The Department is seeking applications from a mix of community-based organizations (CBOs) and local government partners with existing projects critical to these networks that are facing funding uncertainties in the coming year.

Submission Deadline
The deadline to submit proposals is September 17, 2025. Applications must be submitted per the instructions listed in the NOFA. Submissions will not be accepted through the Supplier Portal.
Pre-Bid Conference
An optional virtual pre-bid conference webinar will be held online via Zoom per the NOFA schedule to answer questions regarding the NOFA specifications and process. Pre-registration is required.
