Surplus Property
On August 11, 2015, the Sonoma County Board of Supervisors (the “Board”) approved a recommendation to solicit proposals for a master developer to develop approximately eighty acres of County-owned property commonly known as the “Chanate Campus”. More specifically, the Board authorized staff to prepare a Request for Qualifications/Proposals (RFQP) pursuant to Government Code sections 25515-25515.5 in order to solicit a qualified master developer to develop the property. While the Board is interested in retaining ownership of the Campus property and entering into a long term ground lease with a master developer, the County recognizes that it may be necessary to sell a portion of the property to a master developer in order to achieve high-quality, holistic development and facilitate the consolidation of County facilities. Prior to the sale of any portion of the property, the County is required to follow the Surplus Property Procedures set forth in the Government Code.
Thus, the Board has directed the Sonoma County General Services Department to immediately initiate the surplus property procedures to determine if there are any entities set forth in Government Code section 54222 who have the interest, qualifications and financial capacity to meet the Board’s minimum requirements for potential sale and development of the surplus portions of the property. The Board will only consider proposals in response to this Notice of Surplus Property that meet the attached Minimum Requirements for Responding to Surplus Property Notice, which includes the following objectives for development of the property:
Housing
- Address need for different types, mixed levels of affordability with minimum of 20% affordable housing to be provided onsite
Health & Safety
- Support physical activity, promoting use of transit, bicycles and walking
- Enhance community recreational opportunities through integrated system of trails, wooded landscape and open space
Open Space Access
- Improve public access and provide enhanced trail and recreational use
- Protect environmentally sensitive areas and wildlife habitat
Stewardship of County Resources
- Accomplish smooth transition and consolidation of County facilities
- Achieve a fair market, financial return based on the use of County property
In accordance with Government Code Sections 54222 and 54226 of the State of California, the County of Sonoma hereby notifies you of this action and is offering the surplus properties for sale in accordance with the minimum requirements set forth in the Minimum Requirements for Response to Surplus Property Notice. You must respond to this notification by submitting the information required in Section 4 by December 28, 2015. The County will reject any proposals that do not meet the requirements set forth in this Notice.
